The Rock Island–Milan School District has approved a four-year contract extension for Superintendent Dr. Sharon Williams. The extension is the first contract extension approved by the Board of Education since Dr. Williams was unanimously appointed superintendent in January 2024.

The agreement reflects the Board’s confidence in Dr. Williams’ leadership and a shared commitment to continued excellence, innovation, and opportunity for the scholars of the Rock Island–Milan School District through 2030.

Since becoming superintendent, Dr. Williams has led a comprehensive effort to strengthen scholar achievement, expand access and opportunity, and build the organizational systems necessary to support continued excellence across the district.

RIMSD #41 is guided by a Strategic Framework completed in 2025, a community-informed five-year plan designed to align priorities, resources, and action around scholar success. Dr. Williams engaged the school community through summits, focus groups, and dedicated work sessions over six months to develop the plan and establish a shared direction for the district.

In her first year as superintendent, Dr. Williams also led the school community in completing Building Our Future, the district’s Facilities Management Plan focused on addressing critical infrastructure needs and creating high-quality learning environments. Since its adoption, the district has launched an aggressive construction and renovation program that includes the Rock Island High School Aquatic Center; additions and renovations at two elementary schools; parking lot and driveway improvements; renovation of the former RIHS pool; renovations to the RIHS band and orchestra complex; and a transformational project to modernize and connect the high school’s HVAC systems.

Under her leadership, the district has demonstrated measurable progress in academic and school accountability indicators, including a reduction in exclusionary disciplinary practices, improved chronic absenteeism rates, the improved school accountability status at five district schools, and continued growth in the district’s graduation rate, which has exceeded 80% during each year of Dr. Williams’ tenure.

District climate and culture measures have also steadily improved through the district’s Satisfaction Survey and the State of Illinois 5Essentials Survey, with two schools reaching the designation of “Well-Organized” in 2026.

Dr. Williams has also expanded opportunities for community voice and engagement by establishing Superintendent Advisory Councils for scholars, families, and staff. Additional opportunities for direct connection include 10 Minutes with the Superintendent, the district’s Mi-Rock Podcast, enhanced two-way communication tools, and modernization of the district website and social media outreach.

Recognizing the critical role of principals and school leaders in school and district improvement, Dr. Williams established an Aspiring Leaders Academy and School Leadership Institute while expanding systematic professional learning for school leaders. These efforts are strengthening the district’s leadership pipeline, with increased opportunities for internal advancement and promotion.

The district has also made significant organizational progress, including two consecutive clean financial audits, the successful issuance of a $55 million working cash bond, successful negotiation of two collective bargaining agreements, and maintenance of a healthy fund balance. Teacher retention continues to outpace the state average, while a comprehensive Human Resources audit and improvement plan is underway to strengthen the district’s systems and services for employees.

Board President Jason Roessler said the contract extension reflects the Board’s confidence in the district’s progress and its vision for the future.

Dr. Williams emphasized that the district’s progress is the result of collective effort and shared leadership.
